Projects or undertakings that are deemed unlikely to cause significant adverse impact on the quality of the environment according to the parameters set forth in the Coverage Screening Guidelines per EMB MC 2014-005, classified as Category D, are not covered by the Philippine EIS System. Category D Projects are not required to secure an ECC but may opt to secure a Certificate of Non-Coverage (CNC) by submitting a 1-Page Project Description (Format in Annex C of the Coverage Screening Guidelines) to the Regional Office with jurisdiction over the proposed project location.

Projects or undertaking which are intended to directly enhance the quality of the environment or directly address existing environmental problems, classified as Category C, are likewise not required to secure an ECC. Proponents of Category C Projects are required to submit a 1-Page Project Description (Format/Outline in Annex C of the Coverage Screening Guidelines) to:

  • Confirm that the project or undertaking falls under Category C hence, may be issued of Certificate of Non-Coverage (CNC) or
  • Determine that the project or undertaking falls under Category A or B which requires an ECC
Such non-coverage or non-requirement of an ECC shall not be construed as an exemption from
compliance with other environmental Laws and Government permitting requirements.
